I'm afraid I don't have much experience with VPNs and this seems to be an internal Chromium issue.

- Try calling TChromium.ReloadIgnoreCache in your application when you reconnect to the VPN
- Try the TabBrowser demo and reconnect to the VPN. Create a new tab if necessary to load the URL.
