Windows or chrome glitch?

If you often recreate the browser (destroy and re-create) Windows starts to fail, Windows context menu does not work, partly does not work the clipboard and something else. Helps only restart Windows. It is very annoying when you restart the application for testing a lot. No one's ever seen anything like this?

That reminds me of the old times when Windows run out of resources.

Same on Windows server 2012
