You need to download the CEF3 binaries for the type of exe that you are creating :
32bit -> http://opensource.spotify.com/cefbuilds ... 32.tar.bz2
64bit -> http://opensource.spotify.com/cefbuilds ... 64.tar.bz2

The binaries are too big to be included so I decided to add a link in the readme.md file.

At this moment, the links to the CEF3 binaries used in CEF4Delphi are these :
