Update to CEF 81.3.1

Hi,

I just uploaded the new version of CEF4Delphi to GitHub.

This is what's new in CEF :

Save LocalPrefs.json in CefSettings.root_cache_path : https://bitbucket.org/chromiumembedded/ ... fbfd45c1c9
Add CefMediaSink::GetIconType : https://bitbucket.org/chromiumembedded/ ... ef_types.h

The first point means that CEF will save a new file inside the GlobalCEFApp.RootCache directory called "LocalPrefs.json" which has the encryption keys used to store the browser cookies.

If you don't specify a GlobalCEFApp.RootCache property but you set a GlobalCEFApp.Cache value then CEF will use set GlobalCEFApp.RootCache to GlobalCEFApp.Cache.

This new file was also necessary to fix the cookies issue we had a few weeks ago.

The support for the Views Framework in CEF4Delphi keeps progressing but it's not finished yet.
