Please check that you are using the binaries in the "release" folder and not the "debug" folder.
Just to be sure there's no problem with the binaries download the official CEF3 sample application from here :

Decompress that file, build the simplebrowser demo in 32 bits and move "simplebrowser.exe" to the same directory where you decompressed the sample application.
It should look like this :
Run simplebrowser.exe to see if it works now.
Are you using Delphi XE2 Update 4 hotfix 1 ?
I don't know the 6.2 version and in case you still have problems I need to know exactly what version you're using because I'll have to ask for some favors to test CEF4Delphi again in XE2.
